[BUG-232676] [Marketplace] HTTP entities in listing title url labels are not decoding sometimes.

Information

I noticed in my favorite stores list there are several listing title url labels with both named and numbered entities decoding issues.

The titles in the listing pages them self are fine.

This can happen with quotes, apostrophes, greater-than signs, etc.

I can see this in Merchant Home as well.

Env: Firefox 104.0.1
