World>My Environments Apply buttons enabled for folders #1213

Description

It's possible to select Apply To Myself, Parcel and Region buttons in the Gear menu while a folder is selected in the World>Environment>My Environments. These options should be disabled/greyed out. image

No actions are performed upon clicking these options as much I'd like to see a folder of EEP settings somehow being applied all at once

Reproduction steps

  1. Open My Environments via World>Environment
  2. Select a folder
  3. Click Gear icon

Passed QA. Verified on the Second Life Release 7.1.7.8820704257 (64bit) on Win10/OSX in the scope of IQA #211.
