Audio visualizer still appears upon Voice Block #2121

Description

Blocking the voice of another user will still show the green audio visualizer above the avatar. No voice is heard from the blocked user. This does not reproduce on the current default release viewer 7.1.8.9375512768.

Nearby chat display appears to behave the same as default. image

Reproduction steps

  1. Right-click user in Nearby Chat
  2. Enable Voice Block
  3. Observe audio waves above blocked avatars name tag

This is a janus server issue, as it continues to send up voice level data. I can block it. We may also want to block it on the viewer side, but that's not critical.
