Add 3p-openxr to autobuild.xml and cmake #2503

SDK Here: https://github.com/KhronosGroup/OpenXR-SDK

Make a secondlife/3p-openxr repository, produce autobuild packages, add viewer autobuild and cmake changes to get it linked into viewer.
