Add a covenant modal option for new arrivals to an estate.

As a landowner, the covenant is not just a good place, but the place to put relevant rules and guidelines.

Unfortunately right now, we have a problem where the big excuse is "oh nobody reads those".

I suggest adding a checkbox to the region/estate, and maybe parcel options. If this checkbox is ticked, any new user will have a modal popup appear that shows the covenant, and will show the covenant on every entry to the estate or parcel, until an "I acknowledge" checkbox is ticked.
