[ExtraFPS] Environment edit & personal lighting not fully responsive

Short and simple regression on ExtraFPS pre-release: adjusting sun and moon position (maybe the most likely thing to do with personal lighting) doesn't have any effect until you change some other lighting parameters which makes the positions get applied.

Repros:

• Apply default midday with control-shift-Y

• Open personal lighting, adjust sun elevation, observe that nothing happens

• Nudge HDR scale to 1.01, observe that sun pops to the elevation you specified

• Adjust sun elevation again, nothing happens

• Open any environment setting with environment editor

• Adjust sun elevation, nothing happens

• Adjust HDR scale, sun now pops where it should be

For test plan, please make sure not only sky, but also water has no such issues.
