We need "Force Avatar Reload" for OTHER Avatars #2986

So very often we enter an area, and an avatar hasn't rezzed or is orange fog or half / fully naked or missing part of their body (especially if mesh). So whether an avatar is classic or mesh or prims, we need an option to right click on someone else's avatar and choose RELOAD OTHER AVATAR, which will cause the body, clothing, attachments and all textures to reload into our viewer so we can see something other than floating eyeballs and teeth. ; )
