[Win] An avatar complexity information is flickering on the "Name tags" field above the avatar's head #2999

Reproduction steps:

  1. Download and install the Second Life Release 7.1.12.11386494836 build.
  2. Click "Me"→"Preferences..."→"Advanced"→Check the "Show Advanced menu" checkbox.
  3. Log in.
  4. Click "Advanced"→"Performance Tools"→"Shown avatar complexity information".
  5. Turn your avatar and observe the avatar complexity information flickering.

Actual result: An avatar complexity information is flickering on the "Name tags" field above the avatar's head.

Expected result: An avatar's complexity information should not flicker on the "Name tags" field above the avatar's head.

Note: This issue is reproduced on Win11/Win10.

This issue was found during ad-hoc testing.

This issue is not reproduced on the current production build Second Life Release 7.1.10.10800445603 (see "expected_release.mp4").
