Can't paste PBR material #3099

Description

I can't copy/paste a PBR material from one prim to another. It shows up on my local client, but isn't visible to other clients and doesn't persist.

Workaround: Changing the PBR texture transform back and forth causes the material to be updated.

Reproduces in develop as of commit 7e479bf89dba7a27c57bf09e346d78eee25ef6f1 (and possibly earlier)

Test plan

Copy/pasting PBR materials and overrides should be observed by other clients.
The pasted changes should persist, i.e. you should be able to restart your viewer and still see the changes.
