Marie review:
The issue the proposed paper deals with is of high scientific interest: the recent dynamics of local land transfer following the 2006 revised land proclamation, with a focus on women's access to land use and rights.
However, to be published and submitted to peer review it needs a deep restructuration and revision:
the writing has to be improved so that the text gains some clarity and precision
the paper has to be deeply restructured: for now, too many redundancies blurr the scientific objectif of the article; the conceptual framework is not well articulated with the research's results; the case study is not well introduced and we cannot understand how this case is representative or not of wider dynamics.
More importantly, the data exposure is not clear and weak: what comes from the informants? the locality? the author's understanding of the land dynamics in the locality? In Ethiopia? This needs to be clarified and rewritten.
I recommend to start the article with a clear presentation of: the case study; the research background in terms of recent history of land dynamics in Ethiopia, but also in the Amhara region and Gojjam; a research question clearly delimited (for instance: the role and place of women in the recent land transfer dynamics) that rely on the scientific literature. Then to focus on the main fielwork outcomes and their analyses.
As a whole, I would suggest the paper should be tightened to one precise research question that should be answered through better presentation and analysis of the data.
