feat: 新增一个API（gRPC & HTTP）用于上传模型文件，旨在支持自动部署模型服务

通过此新增的接口可以支持自动部署模型服务，相较于之前需人工上传文件，模型部署流程得到了进一步优化。 上传的文件会保存到：/home/kuscia/var/storage/data 如果Kuscia以runk模式部署，需通过K8s PV & PVC机制声明持久卷并挂载到上述路径，以达到文件持久存储且多Pod共享的目的。
