Add ability to set and display dlags #6

Allows users to set a flag by country shortname, full name, or by the emoji flag. Also includes support for the gay flag, recycle, and pirate(will update to jolly Rodger when unicode updates). Configurable, langcode will be intialized by what telegram reports regardless of if it's enabled though.
