Develop people service

Motivation

We need some API endpoints of this service for the matchmaker. Matchmaker will pull people using HTTP GET method periodically to index people for recommendations.

Stages

• [ ] Implement using select all and filter entries via Kotlin code
• [ ] Translate filters into SQL query fragments
