Add to doc - postgresql not starting #137

Add to the doc the following tip:

When postgresql fails to start on ubuntu, i did the following to wipe & force a 
reinstall (that worked):

- sudo apt-get purge postgresql* 
- sudo apt-get autoremove
- sudo apt-get install postgresql postgresql-client

what do you mean "when it fails to start on ubuntu" ? before or after you've 
installed the CIF bits???
