add format driver option

Feature Description:

+ the cif-smrt config should allow for specifying what to normalize a feed to
+ by default, it should be iodef but allow for:

[spamhaus_drop]
feed = ...
confidence = 95
format = iodef

the cif-smrt framework should allow for the specifying of different formats and 
each library (eg: libidmef, libiodef, libicsg) should take in key-pairs and 
translate to the specified format.
