Bot is annoying: ping less often after first policy infraction

We should ping once soon after the PR is submitted for a policy infraction (keeping the current times) and then bug every ~7 days or so for subsequent pings - otherwise the bot is really annoying - see: https://github.com/securedrop-bot/securedrop-test/pull/2 and especially https://github.com/securedrop-bot/securedrop-test/pull/4

For now I've turned off the bot (kubectl scale --replicas=0 deployment/securedrop-bot)
