Is there a better way to create a template for the Crisis Handbook? #47

Right now the Crisis Handbook lives in two places:

  1. SEAL 911 War Room Guidelines
  2. Google document

Can we share it publicly to enhance collaboration and at the same time allow others to use it as a template? Where? Does such a place exist?
