I'm not sure what the issue is with the following Organizations - these all have data either in the Organizations (Police) or Organizations (Military) sheets

2 Amphibious Brigade (1) can't be both the child and parent of Joint Task Force, Operation Flush Out 3 (and vice versa). I removed the parent of Joint Task Force, Operation Flush Out 3. Here are the deleted cells from row 391:

Removing the (1) created an issue in disambiguation, so we'll remove those after import into the final database. The new list is 105 entries. I checked a few, which are still marked SKIP.

Ok this is helpful --- There is still the issue of the Police Organizations:

There shouldn't be an importing issue for these, unless the issue is that they are on a separate Organizations sheet.

I don't quite understand how 2 Amphibious Brigade (1) was both the child and parent of Joint Task Force, Operation Flush Out 3. The Brigade was the parent of the Task Force, and also was related through the Other affiliation (like joint task force) column. Was that the issue?

I don't see Other affiliation (like joint task force) as implying a parent or child relationship - in my mind its there to say these Organizations are related in a way other than parent/child and for the data to be displayed in the dossiers of the 2 Amphibious Brigade (1) and Joint Task Force, Operation Flush Out 3.

I don't see Other affiliation (like joint task force) as implying a parent or child relationship - in my mind its there to say these Organizations are related in a way other than parent/child and for the data to be displayed in the dossiers of the 2 Amphibious Brigade (1) and Joint Task Force, Operation Flush Out 3.

If 2 Amphibious Brigade (1) is truly the parent, then you don't need to add Joint Task Force, Operation Flush Out 3 under Other affiliation. The two are already linked and will appear on each others' profiles.

It's impossible to determine an import order for the organizations if they can be related in any which way.

I fixed the issue with the mentioned police organizations - they were being forgotten in the import. The fix revealed more issues with Police though, so I've updated your running list.
