Add multi-period to `write_datapackage`

The counterpart of reading the multi-period info is missing.

To properly match periods into Datapackage periodical changing values have to be

[x] detected
[x] aggregated to periodical changing values as in plumbing
[ ] written to datapackage in format that is detected as periodic values by tabular.

Moreover period steps have to be derived which is happening in #44
