The download page at https://extraterm.org/download.html says:
Windows ... Zip file: Download the zip file named extraterm-...-win32-x64.zip and unzip it somewhere. Extraterm.exe can be run directly without any other installation needed.
but the latest few releases, including the latest at the time:
https://github.com/sedwards2009/extraterm/releases/tag/v0.69.0
do not have the zip file.
