Relax the release binaries rule if online demo is available? #26

I think that an online demo could be the alternative to the release binaries. Is there a specific reason to require both?

Well, I've had situations where the web version was broken and the releases worked fine. But if necessary, I can remove it.

I think I'll remove the restriction after all.
