Create default issue labels for the different repos

Could be a script to add them automatically based on whether the repo is doc/website-based vs Package/Django App-based.

Some ideas for labels are:

• label for the semver version (to indicate if a PR will update the semver or not), e.g. https://github.com/datalad/datalad/pulls?q=sort%3Aupdated-desc+is%3Apr+is%3Aopen+label%3Asemver-minor
