provide a canonical backup for tools to test against #383

a small, golden backup archive which can be used to exercise the various types of data which seedvault outputs.

this would be very helpful for building and testing third party tools such as https://github.com/tlambertz/seedvault_backup_parser and may also be useful for testing seedvault itself.

@chirayudesai who was discussing this on the seedvault matrix channel.

i'd like to update seedvault_backup_parser to work with the latest seedvault backup format and having these example backup files would be extremely helpful.
