Still lots of clean-up to do here. Haven't actually tested it with a real policy yet.

Are we still planning to also be able to use self-contained policies created by using seedwing-policy as a library?

I'm currently operating under the assumption we won't, i.e. server only. But I'm not so sure we won't end up with some sort of hybrid solution, especially for those cases in which policy requires re-fetching the artifact or some related metadata in the -policy server.
