Makefile does not detect all changes #19

I've noticed at least a couple of cases where the Makefile for zwo/capture does not properly detect changes and rebuild the right things. The two cases I've seen recently:

Does not rebuild when header files are changed
Does not rebuild when zwo_fixer / SDK version is changed

@jgottula could you look into this and recommend changes?
