This PR:

Switches out JavaScript wrapper for a provided runtime implemented in Haskell
Makes the process long-lived instead of spawning a new one for every invocation
Does not change the handler interface
Switches CI to GitHub actions

Things to be fixed perhaps:

[x] Passing arguments to the process is not supported (documented)
[x] Serverless-offline doesn't work
[x] Document permission problem for serverless-offline
[x] Documentation needs a look over
[x] More tests for multiple invocations
[x] Failure behavior

Closes #24, #80, #101.
