Automate project intake #30

Adding a project is a very manual process. Having an endpoint where we can send a github url and automate the adding of a project would be best for data collection.

A lot more server storage is going to be needed to do this. Will also require having multiple version of PINOT that can best handle the project as the detection of some design patterns will cause the process to choke. The process has multiple stages that sometimes require rerunning other parts if there is a change needed.
