Added Honkai Star Rail Variant of Genshin Stella Mod.

Done:

[x] Laid foundation for the Honkai Version of the mod
[x] Manually Tested ReShade and Migoto Compatibility (Not touched FPS Unlocker)

Not Done:

[x] Tested Application Fully - Unable to fully test as Action.cs and Login.cs are closed source
[x] Tested Patreon Login
[x] Creat Launcher or Updat Genshin Launcher a Game Select
