Support "es-LA" as Latin America? #3

Facebook's Graph API uses es-LA as a locale to denote that some of our user's language is Spanish from Latin America. However, es-LA isn't a "real" ISO code because the "LA" abbreviation in the ISO countries is for Lao's People Democratic Republic.

In general I would consider this a bug in Facebook's Graph API. However, considering how widely used it is, I wonder if the locale-string library should be "smart" about this case and handle es-LA as Spanish from Latin America, even if it's technically correct that it returns Spanish from Lao's People Democratic Republic right now?

I know this is a very old thread but FWIW es-419 is the correct locale for LatAm Spanish.
