Custom Media Queries support #69

I would like to request support for the @custom-media rule defined in the W3C Media Queries Level 4 Working Draft. There is a rework plugin which provides support for this feature.

I couldn't find a roadmap or anything to ascertain whether this was already planned or in progress. I am surprised it isn't already included.

It's available as a rework plugin https://github.com/reworkcss/rework-custom-media I'll probably make a pr soon when latest rework wip has been released.

FYI, rework 1.0.0 has been landed, & so this plugin. Will make a PR asap.
