color.FgBlue is hard to read on both dark and light backgrounds; these were globally changed to FgCyan
a timer was added to track elapsed time of each round of rebalancing
redundant status output was either recast as DEBUG (eg Out of sync...) or consolidated into single lines from multiple (Applying throttle)
additional output elements (topic names, current round progress, etc) were added to or highlighted in output
