Swap CircleCI with Github Actions #106

Removes unused/invalid CircleCI config
Ports over basic GIthub Actions workflow based on Evergreen's ci.yml
Swaps CircleCI badge w/ Github Actions badge (won't render in PR preview until merged to master but it will look like this:
