Missing copyright notice, incorrectly applied license notice in src/timeval.* #128

In src/timeval.c is a function taken from the GNU C Library Reference Manual, 
imported in 2003.  At the time there was no explicit license notice on the 
original source file, so it is GNU Free Documentation License as per the rest 
of the manual.

There has never been a copyright notice in the distcc version.  There was also 
no license notice until 2008 when r387 incorrectly applied GPL-2+ as part of a 
bulk action.

In 2012 upstream relicensed the function to GPLv2+.  The two copies (distcc and 
GNU libc manual) are still identical.  If there are no objections I will insert 
the current Copyright notice from upstream:

 Copyright (C) 1991-2013 Free Software Foundation, Inc.
