projection="local" fails to plot a local map for events #604

I think projection="local" should plot a map centering at Japan, but it now plots a global map. It's likely a obspy bug. Need to confirm before reporting it to upstream.

This issue has been fixed in the upstream repository. Will close the issue after we bump to obspy 1.4.0
