Switch to readthedocs #636

Readthedocs can also build documentation for PRs (https://docs.readthedocs.io/en/stable/pull-requests.html). It's similar to the preview-pr workflow we're currently using.

The readthedocs service works well for PRs from forks, while our workflow doesn't. So I think we should switch to readthedocs instead, although it's slower than our preview-pr workflow (6 min vs 4 min).
