Change INSTALL to point to wiki page "Compile"

I just checked out the code from svn again to see how far you guys have
come. I assumed that the presence of the INSTALL file meant that the
instructions in would actually work but in fact they are just misleading to
users. I know INSTALL is a generic autotools thing but in this case it's
actually going harm by leading people to believe that what they need to do
is the usual "autogen.sh/configure" followed by "make && sudo make install".

My suggestion is that you delete all the instructions inside INSTALL and
instead you put a simple URL there pointing to the already existing (and
great) instructions in the wiki:
http://code.google.com/p/vtg/wiki/Compile

Actually maybe you want keep two separate install instructions (one for 
tarballs and
one for VCS). However, in both cases users should be informed about the special
prefixes required. I just tried it with "--prefix=/usr" at first because I 
hadn't
found the wiki page.
