Support ERB in broker.yml #22

It would be great to have ERB available in config/broker.yml, as it is in
RoR's database.yml and fixtures. This would help introducing conditional
configurations etc.
The attached patch should be applied on trunk. It uses identical ERB
processing methods as RoR does.
