Reopen cancelled time slot for new applications #86

In case of cancelled Slot that already confirmed. If an artist cancelles, the slot should re appear for all the other Artists to apply again. Right now the slot gets deleted completely.

Artists may have possibly applied for the same timeslot, leaving only one applicant to be accepted.

Should we rember previous applications and also "reopen" them? The risk is, that the Artist who has received a rejection, will no longer be available.

Maybe we could notify the artist, that the timeslot has reopened.
