torrents directory not configurable

This is a feature request...the directory where torrents are downloaded should 
be configurable, right now uploaded torrents go into a directory inside 
avalanche's web directory. This is probably OK when avalanche is the only 
frontend for rtorrent (because rtorrent can be made to load files into that 
directory as a watchdir),but when several frontends are available I think it 
makes more sense to have a common watchdir.

For now, I've just symlinked .../avalanche/torrents into the right place, which 
at least works.
