Update to sblib 2.10

This PR updates all applications to the new sblib version 2.10, and:

• ft12: Raise version to 0.02, Disable retries
• in16-bim112: Raise version to 1.12, Add 2MU controller pinout, Add build configs for Fused I/O board
• out8: Raise version to 5.12, Add 2MU v103 build configs, Save app data also on basic restart PDU, Fix logic AND
• out-cs: Raise version to 1.21
• raincenter: Link "Flashstart 0x3000 Debug TS_ARM" to release sblib build
• rtr: Replace RTR_lcd_voc_rh_sensor-bcu1 with RTR_lcd_voc_rh_sensor-bim112, Fix: Check CCS811 status before reading data

It is currently in draft, because the dev branch is still missing the git submodule update to point to the new main commit in software-arm-lib.
