I implemented SAS Transport Version 8 with #84 . I'll add support for changing the text encoding separately. #75

@gaineleanor I'm sorry I couldn't include your work as-is, but it needed some tests and I preferred to inherit code from v56 when possible. #84 supports writing v8 as well.
