Format of hearings is inconsistent #2

I've encountered some hearings that have their testimony content formatted differently. This could be handleable, but will likely increase the complexity of the parsing algorithm.

Discovered a question and answer section in CHRG-111hhrg49598 that will need a distinct parser.
