Feat optional istio #22

Now virtual services and sidecar proxies are not created if the user chooses to not add delays in the benchmark yaml. Updated virtuoso docker image.

@kostbabis is "Added seperate CRD folder to retain compatibility with k8s versions 1.7 - 1.15" related to making Istio optional or is it a different fix?

It is a different fix. I did a rebase and the final commit for the backwards compatibility is removed. It will go to a separate branch. I also changed the pull description accordingly.
