Public access to reference data for units and aspects #1036

The gist 13.0.0 release does not include any units, and a handful of aspects needed for restrictions. Users need both standard units and a way to get additional units and aspects from our reference data. This might involve two different solutions.

Consider immediate post-release of gist 13.0.0, short-term, long-term solutions.

Short-term solution

Put dataset in a public GitHub repo - including the triples and documentation - gist_unit_of_measure_reference_data

Medium-term solution

Public SPARQL endpoint

Long-term solution

Public DCA instance - easier for people to use than a SPARQL endpoint

Some kind of reference / credit should go to QUDT which sourced the reference data converted to use gist.
