change plurals in unit of measure IRIs to singular #10

The reference data for units of measure has a mix of singular and plural in IRIs.

Change all plurals to singular, e.g. "watts per hour" would change to "watt per hour".

There is an implied "1" in front of every unit of measure, e.g. 1 watt per hour.

Note that "stokes" is a unit named after a person named Stokes, and is not plural.
