`Whitepaper v1` link does not work #723

Description

The current link is not working, the working link is: https://docs.semaphore.pse.dev/whitepaper-v1.pdf.

The idea would be to move the whitepaper-v1.pdf file to the Semaphore website here: https://github.com/semaphore-protocol/semaphore/tree/main/apps/website/public so that the link is the same, and easier to remember.
