This PR updates the Docusaurus version and adds support for i18n. Inside the i18n folder are the supported locales (currently en and es). Translations related to the landing page and footer are located in the code.json file. Those related to the navbar in the file docusaurus-theme-classic/navbar.json. Documentation for the 3 versions of Semaphore can be found instead in the docusaurus-plugin-content-docs folder.
The Spanish translations are still English. To begin translating the Semaphore site into Spanish, it will be sufficient to update the message field in the files mentioned above.
