fix make deploy, add development guide and initial readme, closes #33 #34

Hi @semiautomaticgit,

This is my first PR to SCP! Please be gentle on your comments ;-)

make deploy was not working for me. Some files where missing on the destination folder. I've added some more cp instructions to the Makefile. The doc rule was not working. I think the help folder is missing. Should it be also here (in GitHub) so others could contribute?

I've also added a short DEVELOPMENT.md and README.md to allow others like me to know how to start contributing. Luca's feedback on these files is appreciated because he his the best person to define the project policy regarding contributions.
