ci: auto add issues/PRs to AA project board #39

Note that an Org admin has to:

add a specially created "GitHub App" to the sending (issues/PRs) and receiving (project board) repos
give access to some Org secrets to the sending (issues/PRs) repos

:warning: Because of secrets access:

The actions files have to locked down (through the CODEOWNERS file)
Any change to the workflows, particularly the newly added one (issues_to_project.yaml), has to be carefully reviewed.

PS: it already ran the new workflow! You can see it in the PR checks above. (because the branch already is in the repo, and thus has access to the newly added secrets, etc)
