Update CI to test Ubuntu Bionic and Qt5

This pull will update the CI script to test sempr also on a Ubuntu Bionic (18.04) linux system with qt5.

For this there is now a separate CI job that will run parallel to the normal job with Ubuntu Xenial (16.04) and Qt4.

@ctieben It seems like something went wrong, as it says that "Some checks haven't completed yet", though this is already 11 days old.

I had to update the branch protection CI settings of the master branch so that the CI workflow will be checked. See: https://circleci.com/docs/2.0/workflows-waiting-status/
